The Basque Institutional Crisis (1995-2005)

The decade of change from the 20th to the 21st century was marked in the Basque Country by an institutional crisis resulting from the change in strategy of nationalism, moving from a phase of Autonomous Front to a phase of National (or nationalist) Front. This meant a deep social fracture, accentuated by a government that represented only the nationalist citizens, at the time when the non-nationalist citizens were harassed by ETA terrorism. The fracture was then of institutional origin, since the Basque institutions were at the service of this new strategy. On the contrary, it was not of a constitutional nature because the mechanisms of the Magna Carta worked from the beginning of this process and all parties submitted to them, with better or worse will.
